It should send and deliver right-away since it’s email and not snail-mail. Once the time expires e.g., you don’t want a message to send before Jan 29, 2020, 10 PM, Outlook will attempt to send it.
Whatever happens, happens on your desktop so you need to keep the system awake, and the app running. The message is not sent to an online server with a delayed send request.
